The Netherlands uses a two-step process for non-EU students: your Dutch university applies for an MVV (Machtiging tot Voorlopig Verblijf) entry visa and residence permit on your behalf through the IND (Immigration and Naturalisation Service). You collect your MVV at the Dutch Embassy, travel to the Netherlands, and receive your residence permit (Verblijfsvergunning) after arrival.

The Netherlands is one of Europe's most popular study destinations, with over 2,100 English-taught programmes — more than any other non-English-speaking country. Dutch universities consistently rank among the world's top 200. Indian students benefit from a streamlined visa process: your university handles the entire immigration application through IND and Nuffic (the Dutch organisation for internationalisation in education). After arrival, you register with the municipality to obtain your BSN (Citizen Service Number), which you need for banking, health insurance, and employment. The country's central European location, cycling culture, and progressive environment make it a vibrant place to study.

Accept University Offer
Accept your place and pay the tuition deposit as required by your Dutch university
University Applies to IND
Your university submits the MVV + residence permit application to IND on your behalf — you do NOT apply directly
IND Processes Application

Collect MVV at Embassy
Visit the Dutch Embassy/Consulate in India to collect your MVV entry visa sticker in your passport
Travel to the Netherlands
Enter the Netherlands using your MVV (valid for 90 days from issuance)
Register at Municipality
Register at your local municipality (gemeente) within 5 days of arrival to receive your BSN (Citizen Service Number)
Collect Residence Permit
Collect your residence permit (VVR) card from IND — your university will guide you on the appointment
Arrange Health Insurance
Activate Dutch basic health insurance (~€130/month or ₹12,000/month) — mandatory for all residents

Work Rights
During Studies
Up to 16 hours/week during the academic year, or full-time in June, July, and August. Your employer must apply for a TWV (Tewerkstellingsvergunning) work permit on your behalf. Internships that are part of your curriculum do not require a separate work permit.
After Graduation
The Orientation Year (Zoekjaar) visa gives graduates a 1-year residence permit to search for employment in the Netherlands. During this year, you can work without any restrictions — no work permit needed. You must apply within 3 years of graduating. After the Orientation Year, you can switch to a Highly Skilled Migrant visa (salary threshold: €3,909/month or ₹3.6 lakh/month for graduates under 30). The 30% ruling may reduce your Dutch income tax for the first 5 years of employment.
