Overview

Japan is home to over 800 universities, including global leaders like the University of Tokyo, Kyoto University, and Osaka University. The Japanese government actively recruits international students through initiatives like the MEXT scholarship and the “Study in Japan” campaign. The student visa process involves two stages: your sponsoring institution applies for a Certificate of Eligibility (CoE) from Japan’s Immigration Services Agency, and you then use the CoE to obtain your visa at the Japanese Embassy or Consulate. Notably, Indian nationals pay zero visa fees under a reciprocal agreement — making Japan one of the most affordable visa processes worldwide.

Eligibility Criteria

Have a valid offer of admission from a Japanese educational institution (university, language school, or vocational college)
Institution must be approved as a visa sponsor by the Immigration Services Agency
Have completed at least 12 years of education (or equivalent) for university admission
Demonstrate sufficient funds to cover tuition and living expenses in Japan
Have no criminal record and be of good character
Pass a medical examination if required by the institution
Meet Japanese language proficiency requirements if applicable (JLPT N2 for some programs, English-taught programs exempt)

Work Rights

During Studies

Up to 28 hours/week with “Permission to Engage in Activities Other Than That Permitted” — must apply separately at immigration after arrival. Full-time work allowed during official school holidays (summer, winter, spring breaks).

After Graduation

Graduates can switch to a “Designated Activities” visa for up to 1 year of job hunting. Once employed, you transition to an Engineer/Specialist in Humanities/International Services visa or other work visa category. Japan’s ageing population means strong demand for skilled graduates.

Visa Application Tips

💡The CoE is the most critical document — without it, you cannot apply for a visa. Start the process 4–6 months before your course begins.
💡Apply for the “Permission to Engage in Activities” at your nearest immigration office immediately after arriving in Japan — working without it is illegal.
